Some little bit of information:
1) AT4 and RPG29 have no guide, they are not ATGM, They have not the G.
2) The SRAW has a simple inertial system, it's qualified as "assisted rocket" not missile, but this is a small sin.
3) Milan WAS a very successfull missile, but is OLD, even the most recent version is a simple SACLOS, can be used over lakes and ponds, older versions lost guidance on water, and Warhead is more powerful, but cannot be compared to Javelin or spike.
4) Kornet is NOT a SACLOS ( semi active closing line of sight ), it's a beam rider, it follow the line of fire established by a coded laser beam emitted by the launcher.
5) Kornet is NOT the most powerful ATGM, Hellfire is more powerful.
6) If you use a termobaric warhead against a tank you are completely stupid, and then probably dead.
7) Last versions of TOW have about same performance, but TOW is the most sold and used ATGM in History, i think it must be in every ranking list on ATGM.
Your ranking point criteria are simply absurd, and redundant, penetration is roughly proportional to head diameter.
9) The most powerful ATGM is the Lockeed LOSAT, produced in few hundreds and stored by US Marines. NO EXISTING OR NEAR FUTURE tank can't survive it, but is very expensive and visible.The new ATGM on M2/M3 Bradleys could be a LOSAT derivative.

Kornet IS SACLOS (Semi-Automatic Command to Line Of Sight)
Hellfire IS AGM - Air to Ground Missile, so why compare it to Kornet.
Most produced, sold and used ATGM in history is AT-3 Sagger (Malyutka).
the Kornet on a good day can penetrate 950-1000mm of RHA, but the Hellfire A can penetrate 1,100mm quite easily (from 8km) and the Hellfire K can penetrate 1,300mm behind ERA (even Kontakt-5).
Israeli MAPATS is more powerfull than Kornet.
