מודל הכנסה בסיסית / איתן אבריאל



הכנסה בסיסית לכל (אנגלית: Universal Basic Income) היא שיטה כלכלית שמציעה תשלום אחיד המשולם על ידי המדינה במועדים קצובים לכל אדם בוגר בחברה באופן שאינו תלוי במידת עושרו או עוניו.[1] במקום כל שירותי הרווחה ועוד שאר תשלומים שאמורים להבטיח שאנשים לא ישקעו בעוני עמוק, בעיקר במדינות מפותחות, יש להבטיח שלכולם תהיה הכנסה מינימלית. לדעת תומכיו של הרעיון, כיוון ש"תוכניות הסעד בעולם המערבי נכשלו" יש צורך לפשט ולהחליף אותן בתוכנית ישירה של הכנסה בסיסית לכל אזרח.

הכנסה בסיסית אמורה להיות משולמת בקביעות, במזומן ועל בסיס אישי לכל אישה ואיש. היא אינה דורשת מבחני הכנסה וגם לא התחייבות לבצע עבודה כלשהי[2].

לרעיון ההכנסה הבסיסית שלוש מטרות עיקריות: הראשונה - להעניק לאנשים חופש ללא תנאי לחיים בעלי משמעות. השנייה - למגר את העוני וחוסר השוויון. והשלישית - לבטל את שיטות הסעד הקיימות, שלדעת תומכי הרעיון הן "מאוד לא יעילות, בירוקרטיות ומשפילות עבור הנזקקות והנזקקים להן"[3].

היסטוריה
הרעיון אינו חדש. הוגה הדעות תומאס פיין כתב בשנת 1797 כך: הצעתי היא לייצר קרן לאומית אשר תשלם לכל אדם בהגיעו לגיל 21 סכום של 15 ליש"ט. התשלום יהיה לכל, לעניים וגם לעשירים. גם הכלכלן ג'ון סטיוארט מיל תמך בתשלום לכל וכך גם הסופרת וירג'יניה וולף שכתבה: "כדי שאשה תכתוב ספרות יפה היא זקוקה לכסף ולחדר משלה". לצורך כך היא הציעה להעניק 500 לירות שטרלינג בשנה. מרטין לותר קינג אמר כי "הפתרון לעוני הוא בחיסולו הישיר באמצעות הכנסה מובטחת [4]." הכלכלן מילטון פרידמן כתב ב-1962 כי יש להחליף את "שק הסמרטוטים" של תוכניות הסעד בתוכנית פשוטה וכוללת של תוספות הכנסה בכסף מזומן. כך נספק מינימום הכרחי לכל הזקוקים, בלי צורך לבדוק מה הסיבה למצבם זה. זו תהיה מערכת יותר אנושית ויותר יעילה מזו הנהוגה כיום".




הכנסה ועבודה[עריכת קוד מקור | עריכה]
יש המעריכים כי בעתיד הקרוב יחסית תוכנות ורובוטים ימלאו את מקומם של בני אדם בתחומים רבים ועקב כך צפויה האבטלה[5] לעלות מאוד. דבר זה, המכונה "אבטלה טכנולוגית", יחייב את המדינה לכאורה למצוא מנגנונים חדשים שיתאימו למציאות החדשה.

יישום הרעיון[עריכת קוד מקור | עריכה]
יישום הרעיון מחייב דיון ביעילותו ובהיתכנותו הכלכלית. כמו כן נדרש לבחון - מהי ההגדרה להכנסה 'בסיסית' ועל אלו צרכים עליה לענות? שאלה נוספת היא האם ההכנסה הבסיסית מבקשת להחליף תשלומים אחרים שהמדינה מעניקה לתושבים?[6]. תשובה אפשרית היא שהמודל יכול להחליף את קיצבאות הקיום כגון דמי מחלה או דמי אבטלה, וכן את הקיצבאות האוניברסליות כגון קצבת ילדים, לידה וזקנה. המודל אינו מהווה חלופה לקצבאות תפקוד המפצות אדם בעל צרכים מיוחדים כגון נכות, הזקוק להתאמות שונות לצורך הקיום היום יומי כמו סיעוד או אמצעי ניוד[7]. מובן שעל כל מדינה המבקשת ליישם את המודל מוטל לעצב אותו באופן המתאים לאופי הפעילות הכלכלית והחברתית בה.

דוגמה לטענה מצד המתנגדים: אין שוויון בין בני האדם. לכל אחד יש צרכים ייחודיים. אם כולם יקבלו הכנסה זהה בלי לעבוד תמורתה אז המערכת החברתית של ערבות הדדית תקרוס[8]. טענה נוספת: רעיון זה אינו ניתן ליישום, שהרי עלותו גבוהה מדי וצפויה להגיע אף למיליארדי שקלים במדינה קטנה כמו ישראל.

ניסויים בקנה מידה קטן במודל זה נערכו כבר בעבר בקנדה ובארצות הברית, וכן במדינות מתפתחות בהודו, דרום אמריקה ואפריקה[7]. בשווייץ הוצע פעמיים במסגרת משאל עם ליישם את המודל באופן נרחב, אולם בשתי הפעמים ההצעה נדחתה[9].

בפינלנד[עריכת קוד מקור | עריכה]
ב-30 במארס 2016 פרסם המכון לביטוח חברתי בפינלנד דו"ח מקדים בנושא הכנסה בסיסית לכל. הדו"ח כולל מספר מודלים של הכנסה בסיסית, כולל בין השאר תשלום לכל ללא תנאי שיתבצע במקום תשלומי ההטבות הקיימות, תשלום חלקי ומס הכנסה שלילי. הוועדה ממליצה לאמץ מודל חלקי של הכנסה בסיסית לצורך ההתנסות הראשונית. מודל זה יאחד לדעת חברי הוועדה את מירב היתרונות המקיימים ביטחון סוציאלי בסיסי ולא יפגע ביתרונות שמושגים באמצעות רווח מעבודה. מומלץ לקיים ניסויים מסוגים שונים לבחינת המודל, חלקם בקנה-מידה לאומי וחלקם בקנה-מידה אזורי[10]. בינואר 2017 החל בפינלנד ניסוי הכולל כ-2000 אנשים שהוגרלו באופן רנדומלי מקרב האזרחים אשר קיבלו בעברם דמי אבטלה או קצבה אחרת מהמדינה. במסגרת הניסוי יקבלו משתתפיו סכום חודשי בילתי תלוי ופטור ממס בסך 560 יורו[11].

ישנה כוונה של מנהלת המידע והמחקר של המוסד לביטוח לאומי בישראל לנסות ולהציע ניסוי במודל לבחינתו ביחס לאופי החברה הישראלי[7].

ביקורת[עריכת קוד מקור | עריכה]
הרבה ממבקרי המודל טוענים שעלולה להיווצר פגיעה במוטיבציה לעבודה, וכן במוטיבציה של האזרחים להכשיר את עצמם לעבודה מקצועית ולהסתגל לשוק העבודה המשתנה במאה ה-21.

טענה נוספת היא כי לא נבחנה היעילות של השקל השולי הניתן כמענק בלתי תלוי לכל אזרח - לעומת השקעות ממוקדות של אותו הכסף בצרכי משק שונים: תשתיות, חינוך, בריאות או רווחה[7].

Is unconditional basic income the future of our social security system? Many initiatives testing this "Free money" concept are being implemented around the world.
Around the globe, experiments are conducted with alternatives for the existing social security system that has become stuck. People no longer believe in centrally organised long-term planning: change can only be brought about by bottom-up small-scale social experiments. Advocates of redistributing our prosperity and disconnecting work and income are fighting for this. In many places and using many different methods they are experimenting with handing out free money.

Michael Bohmeyer, a young German, has started a crowdfunding campaign for an unconditional basic income. With every 12,000 euros raised, one person gets an income of 1000 euros per month for a year. So far, eight people have been receiving this basic income.
